This study reexamines state formation and notable continuity in late Ottoman Kurdistan through a microhistorical analysis of the Zırki emirs across four generations. Moving beyond conventional paradigms of centralisation or resistance, it demonstrates how provincial notables systematically utilised legal mechanisms, land auctions, and court petitions to secure private property rights during the Tanzimat era. Drawing on rare petitions, unpublished archival disputes, and vivid local episodes, this work illustrates how provincial elites converted legal tenure into political influence, maintaining their socioeconomic dominance across the transition from empire to the Turkish Republic.
